India’s Infrastructure – An overview

‘Bridge the infrastructure gap by increasing the investment in infrastructure to more than 9
per cent of GDP by 2014’ – Finance Minister, Pranab Mukherjee
‘Infrastructure development is essential to sustain high growth rates in future’ – Home
Minister, P. Chidambaram
‘One of the critical constraints which holds back our growth rate is really the quality of
infrastructure’ – Planning Commission, Montek Singh Ahluwalia

Infrastructure - overview

Targeted investments of USD 494B during the XIth five year plan
• Infrastructure related spend has increased from 3.6% of GDP in 2005 to 6.5% in
2008 but is still lower than the targeted amount of 9% of GDP
• Infrastructure spend estimated to increase to USD 1,128B during the XIIth five year
plan (2012-17) – more than twice the planned spend for the existing five year plan
• Power reforms are slated to account for 30% of the total outlay, followed by roads,
telecom and railways.

Why now?

• Stable and stronger government – easy policy making
o The earlier coalition government had limited scope to thrust infrastructure related reforms
given its constitution. However stability of the new government should ease policy making.
• Sharp government focus on infrastructure – better implementation
o The government has indicated that infrastructure is a crucial growth area and hence one can
expect better project implementation than what was witnessed in the past. The UPA in its
manifesto seeks to increase public investment into infrastructure and plans to increase power
capacity by 12,000 – 15,000 MW per year.
• Key to reviving domestic growth
o The government has recognized that infrastructure spend might aid the economy to ride over
the ongoing slowdown while even insulating the economy from the adverse impact of the
financial meltdown.
